You are not authorized to access this page when logging in with Internet Explorer

I am working with the BuildAModule videos and have installed Drupal locally using Acquia Dev Desktop.

I can log in to my site if I use Google Chrome or Firefox. However, I get the "You are not authorized to access this page. " message if I try to log in with Internet Explorer. I have Windows 8 and have tried both the Metro and Desktop versions of IE and get the same message. Have Googled and saw a lot of references to $cookie in the setting.php file but not sure if that is related to my issue or what I would do to fix.

Would appreciate any feedback yall can give me and I am a newbie so need the Drupal for Dummies answer.
