I want to check what program to use for CSS if you are using windows explorer. Would firebug work????

There is an IE developer

There is an IE developer toolbar you can download that gives you many of the features you see in Firebug here. It's definitely not as much fun to use, but it works.

For checking CSS...

If you're serious about the compatibility of your website's CSS I would use a mixture of browsers to develop your CSS. IE9 is ok, but its equivalent to firebug isn't easy to read. By contrast The latest firefox has a 3D view which can be very helpful for checking CSS and something akin to firebug as standard. It's still kinda new though and i've found a few niggling issues which make it fiddly (it's hard to copy-paste from, for example).

as a browser IE is the strictest reader of CSS (that is, it's less likely to interpret mistakes in your CSS than its rivals so it's a good one for benchmarking the quality of your CSS; generally, if it works well in IE it should work well in everything else. To use the web developer tool in IE9 hit F12, it's a poor man's firebug but it has a useful option to point and click on different elements which can come in handy and IE9 let's you emulate different versions of the browser such as IE7 and IE8).

My personal fave as it works better with active fields like submit buttons is Chrome (or chrome derivatives like my browser of choice SRWare Iron). Again, f12 to view, right click on a css element on your web page and 'inspect element' to look at something in particular.

Firebug Lite

In addition to the IE Developer toolbar, I use Firebug Lite. Doesn't have all the functionality of Firebug, but I find it useful.
